Prime Minister Pushpa Kamal Dahal ‘Prachanda’ has said the government is committed to respecting, protecting and promoting the human rights. In his address to a ceremony held here on the occasion of the 23rd anniversary of the National Human Rights Commission on Friday, the head-of-the government pledged to contribute continuously for the development of a cultured society with the guarantee of human rights. “The government is effortful to ensure effective enforcement of the Constitution which is adjudged unique in terms of the positions of the human rights,” the Prime Minister said, adding that implementation of the people’s fundamental rights and advancement towards the social, economic and cultural transformations in the society were the priorities of the government.

He took time to say that the government always prioritised the matter to amend the Human Rights Commission Act, keeping the Commission’s autonomy and independence intact. The Commission has carried out responsibilities it is expected to do as the human rights body of the nation which is a State party to the international conventions on the human rights, according to the PM. He assured of amending human rights laws in accordance with the international and national recommendations. PM Dahal shared that political consensus was forged to take the peace process to a logical conclusion soon with the determination that cases of serious violation of human rights should be addressed. He claimed that the peace process would be concluded making the victims feel the justice and making it example in international level.

Similarly, NHRC Chairperson Top Bahadur Magar said despite continuous commitment of the government to fully implement the Commission’s recommendations, no satisfactory result was achieved. “Only 15.03 per cent of NHRC’s recommendation are fully implemented while 39.02 per cent partially and 44.05 per cent not implemented. All victims have not been able to get compensation in lack of adequate budget allocation and separate fund”, added Chair Magar. He expressed commitment that the NHRC is determined in protection and promotion of human rights. Likewise, Chairperson of NGO Federation, Ram Prasad Subedi, said the government should review the reports of the commission. On the occasion, UN Resident Coordinator in Nepal, Hanaa Singer-Hamdy, mentioned that Commission’s financial autonomy should be able to implement commitments of the international treaties related to human rights in an effective and result-oriented manner.
