Prime Minister Pushpa Kamal Dahal ‘Prachanda’ has said that the true practice of reward and punishment was in itself the state affair and governance. Receiving the report of the High-Level Commission on Salary and Benefits at the Prime Minister’s official residence in Baluwatar today, PM Prachanda said that basis for good-governance and prosperity could be prepared only from the best practice of reward and punishment. “This should be implemented in our bureaucracy as well,” according to the PM.

The government had formed a three-member High-Level Commission in last August under the coordination of former Chief Secretary Leelamani Paudyal for reviewing the salary and facilities of the government officials and furnish recommendations on the basis of the country’s economic condition and its spending capacity. On the occasion, Prime Minister said that the report of the High-Level Commission shall be helpful in charting out upcoming policies of the government.

Stating that the efficiency of the civil servants would be reduced and fiscal anomaly would prevail due to lack of limited salary and benefits, the PM said that salary and other facilities for the officials should be reviewed considering the present context and needs. Likewise, PM Prachanda also shared that the government was in the final stage for the formation of the high-level administration reforms commission. “I believe that this report shall help for that (high-level administration reforms commission),” he added.

Similarly, the PM pointed out that a pragmatic decision is required on the necessity of the organizations and the officials there after a thorough study. During the event, PM Prachanda said that homework would be done in the policy-level issues recommended in the report, legal issues would be covered in the Federal Civil Service Act and the practical issues would be taken into implementation immediately. Handing over the report, Coordinator of the Commission Paudyal said that the report has covered the brief analysis of country’s economy, state of the civil servants’ salaries and benefits in SAARC countries and the new proposal of the civil servants’ perks and benefits Bimal Wagle and Shivadev Pandey were the two members of the Commission.
