Kathmandu : The Nepal Rastra Bank (NRB) has made 15th amendment to the Integrated Payment Systems Directive, 2082, incorporating the provisions of national ID card in the process of opening wallet and updating users’ details by payment service providers.

According to the circular by the Payment Systems Department on Friday, licensed payment service providers should mandatorily verify electronic record of the National ID for Nepali citizens before opening a wallet as per the revised regulations.

Similarly, licensed institutions are required to obtain a self-declaration from wallet users by the end of Ashwin 2083 (October 17) whether or not they have a National ID, through a mobile application or any other suitable means.

According to the guidelines, Nepali citizens having a National ID must update their wallet with their National ID number by 17 October 2026.
For users without a National ID, there should be a system in place to inform them every month to update their information once obtaining ID.

Nepali citizens living abroad can open an electronic wallet online using the required documents, and this arrangement remains unchanged.
These users must update their National ID details with the concerned institution within six months after returning to Nepal.

Similarly, according to the revised directive, arrangements have been made to allow opening a wallet and carrying out transactions for disabled and helpless citizens who cannot take care of themselves, based on other necessary documents besides the national ID card or national ID number.
