Kathmandu, Oct 3: Prime Minister Balendra Shah has said that the right to housing will be ensured for every citizen.
Taking to his social media account this morning, he has mentioned that the Bill relating to ‘Building Act, 2083’ has been registered in the Federal Parliament Secretariat with the aim of ensuring the right to housing of every citizen.

He said that the bill, which was registered on Friday, proposes a system to ensure housing for low-income families and to ensure safe housing for middle-income families. Prime Minister Shah mentioned that in the registered bill, it is proposed to provide free river-born and forest materials to Nepali citizens who are building houses for the first time according to the patterns and standards set by the government.

Similarly, he said, the provision of providing necessary natural materials free of charge to the citizens who apply for the construction of sheds is included. “In order to ensure the housing of poor and needy citizens, it is proposed in the bill to provide a subsidy of a total of Rs. 75,000 including Rs. 50,000 from the federal government and Rs. 25,000 from the province government.

In addition, the provision that the government will build new houses by shifting disaster, unsafe and risky settlements to safe places is also included in the bill. The new Building Act and Regulations have proposed a system to build and provide safe, earthquake-resistant and smart homes that meet basic standards for middle-income citizens.

According to Prime Minister Shah, it is proposed that such houses, costing between Rs 2 million to 7.5 million can be received by citizens through subsidized loans.

An arrangement has been made to provide a house by paying Rs. 500,000 in advance and paying monthly installments of Rs. 11,000 for 15 years. In addition, the option of monthly installments of Rs.15,000 per month for advance payment of Rs.100,000, Rs.20,000 per month for advance payment of Rs.1.5 million, Rs.30,000 per month for advance payment of Rs.2 million and Rs.35,000 per month for advance payment of Rs.2.5 million have also been proposed.

The government has introduced a new building law with the aim of legally ensuring the housing rights of every Nepali citizen, covering provisions ranging from the guarantee of housing for low-income citizens to ensuring safe and orderly houses for middle-income families.
